WHO WE ARE

Working with community-based organizations, health systems, managed care plans, and government agencies, we improve health equity and population health for low-income New Yorkers navigating complex health issues.
We address overlapping health conditions (mental illness, substance use disorders, HIV, and Hepatitis C) and socio-economic barriers (such as lack of housing, unemployment, and involvement in the criminal justice system).
We advance innovative and integrated models of primary care, behavioral health treatment, housing, and human services that address the needs of complex populations.

OUR SERVICES

Business Planning

As a result of health care delivery system reform efforts and the expansion of Medicaid, community-based organizations have unprecedented opportunities but also considerable challenges. Many organizations feel like they are “building the plane while it is taking off.” Our team evaluates these opportunities and develops needs assessments, business plans, value propositions, and strategic plans to best position our clients for success.

Grant Writing

We secure grant funding to support innovative community-based services. We specialize in obtaining funding from city, state, and federal government agencies. We work with a number of community health centers funded through the Federally Qualified Health Center (FQHC) Program. Our staff are experts in developing succinct funding proposals that clearly articulate the need for a proposed project and detail a clear approach to achieving the stated goals.

Regulatory Approvals

We support organizations in overcoming regulatory barriers to accessing Medicaid and other third-party payments in order to provide long-term funding solutions for medical, mental health, and substance use treatment programs, and ensure sustainability. Our team helps throughout the entire approvals process by preparing all the application components, developing financial projections, facilitating New York State’s survey process, and managing all other activities related to opening a new facility.

Evaluation

Our team works with clients to design and implement comprehensive evaluation plans that include logic model development, identification of process and outcome indicators, and statistical data analysis plans. We support clients in establishing the systems and tools needed to collect and monitor data that inform program improvements and assess program success and ensure that evaluation is integrated into the agency’s existing quality improvement efforts.

Health Care Reform Initiatives

We collaborate with a broad range of agencies to advance the health care reform agenda in New York and achieve the Triple Aim—higher quality care and improved health outcomes at lower cost. Our work includes identifying and acquiring resources to support health care reform implementation; advocating for policy change and funding opportunities at the state and city levels; participating in city and statewide workgroups and initiatives; and closely monitoring changes in policy, regulatory, and funding environments to ensure our clients’ ongoing success in the evolving health care landscape.

Coalition Support

We convene or participate in several NYC-wide coalitions that meet to share best practices and work to identify innovative solutions to emerging challenges. The coalitions include payers, hospitals, community-based medical and behavioral health providers and social service organizations, and state and local government agencies. We support meeting planning, execution, and follow-up activities as well as provide technical support in the form of policy analysis, data presentations, and report development and distribution, among other activities.

ROB BANNON

PRINCIPAL

Bannon Consulting is a culmination of Rob’s 20 years of experience in the philanthropic, government, and nonprofit sectors. Prior to founding Bannon Consulting, he was the Managing Director at the Hudson Planning Group, a nonprofit consulting firm that leveraged public and private grant funding to develop health, housing, and human service programs for people in need. He developed his public health expertise through his tenure at the San Francisco Department of Public Health, where he served as the Administrator for Health Services for a supportive housing program and as a Health Program Planner. He also has experience coordinating large scale events through his time at the Drug Policy Alliance and Open Society Institute and has extensive understanding of foundation grant making. He received an M.P.A. from New York University’s Wagner Graduate School of Public Service and a B.A. in Urban Studies from the same university.

KRISTIN WUNDER

CHIEF OPERATING OFFICER

Kristin has 15 years of experience in developing, managing, evaluating, and providing technical assistance for public health programs. At Bannon Consulting, she serves as the project lead for all NYC Health Department projects, serves as co-project manager for the Amida Care DSRIP HIV Coalition TA project that is implemented in collaboration with the NYC Health Department, and the Amida Care-led Accountable Care Organization’s formative work; oversees grant writing activities; and provides supervision to project staff and supports business development efforts. Prior to joining Bannon Consulting, she provided technical support and guidance for a portfolio US-based and international HIV prevention, care, and treatment, and emergency contraception programs, including providing technical assistance to health departments (through CDC’s HIV Capacity Building Assistance Program), and facilitating meetings, focus groups, and interviews with diverse audiences to inform program development. Kristin received an M.P.H. in population and family health, with a certificate in sexuality, sexual and reproductive health from Columbia University, and a B.A. in political science and a B.S. in business administration from the University of Florida.

CHLOE STEIN, MPH

PROJECT ASSOCIATE

Prior to joining Bannon, Chloe served as a Principal Policy Analyst at the Institute for Children, Poverty, and Homelessness, where she led the organization’s research on the health impacts of housing instability on children and families in New York City. She has a BA from Franklin & Marshall College and an MPH from Columbia University with a certificate in Health Policy Analysis.
