Assessing Need, Developing Strategy, and Designing Interventions

We provide clients with the information needed to increase the impact of their organizations and programs in the long-term, assessing and prioritizing community needs and evaluating the programmatic, operational and financial requirements for their organizational strategy or an envisioned program. At the core of this work is our expertise in facilitating internal and external data analysis including development and implementation of surveys, focus groups, and other data gathering activities, and data analysis and reporting. We bring to the table our knowledge of the evolving health care landscape, which is informed by closely monitoring changes in policy, regulatory, and funding environments.

Our success in fundraising is in part supported by our vision and understanding for how services fit into the larger health system and can be scaled and sustained through Medicaid or other publicly available sources at the local, state and federal level. Accessing Medicaid Resources

Medicaid is a long-term funding solution that can ensure scalability and sustainability for primary care, mental health and substance use treatment providers. And through delivery system reform efforts, there are unprecedented opportunities to also leverage Medicaid to fund social care need services. We manage the complex licensure process required to participate in the Medicaid program by preparing regulatory applications and managing all other activities related to opening a new licensed program. We have submitted over 60 Department of Health (DOH), Office of Mental Health (OMH), and/or Office of Addiction Services and Supports (OASAS) Certificate of Need (CON) applications to obtain licensure. We obtain enhanced payment rates, wrap-around payments for managed care shortfalls, and subsidies, available through the Federally Qualified Health Center (FQHC) and Certified Community Behavioral Health Clinic (CCBHC) programs. And we work to leverage Medicaid to pay for social care needs by developing innovative strategies to secure funding through value-based payment arrangements and working with Independent Practice Associations, Accountable Care Organizations and Social Care Networks.

Providing Technical Assistance and Project Management Services

Training & Technical Assistance:

  • Grant writing training from DOHMH
  • Developed a state-wide training curriculum to prepare community-based organizations to administer the Patient Activation Measure (PAM) and also use the engagement to build relationships with the client following completion of the PAM in order to support linkages to community health care resources including primary and preventive services, and patient education and coaching.
  • Developed a “Learning Lab” series that provided knowledge and skills to assess the feasibility of developing internal capacity for third-party billing for HIV prevention services. Facilitated through multiple contracts with the NY Community Trust, Altman Foundation, and The National Alliance of State and Territorial AIDS Directors (NASTAD)
  • Resource Development:

    Developed the “Care Coordination Health Education Guide” for Ryan White Part A contractors funded to implement care coordination services for people with HIV and the “Patient Navigation for Ryan White Part A Services in New York City” manual to support patient navigators in their work, with a particular emphasis on mental health.

    Management of large-scale public health initiatives:

    Provide project management support, through a contract from the NYC Department of Health & Mental Hygiene (DOHMH), for the successful implementation of the Epidemiology and Laboratory Capacity (ELC) cooperative agreement program for Enhancing Detection for COVID-19. Bannon Consulting facilitates the ongoing project management and coordination support to ensure successful implementation of the over $1 billion ELC cooperative agreement program for the following COVID-19 projects: Enhancing Detection, Enhancing Detection Expansion, Special Projects, and School Reopening. The contract was expanded to include support with the successful implementation of the CDC Funding for COVID-19 Vaccination Activities program.

    We assist clients with planning, financing and development of health centers, housing facilities, and other community spaces. Services include initial conceptualization and preparing conservative financial projections, securing funding (through private financing, tax credits, government grants, and foundation funding), assembling a competent capital development team to carry out the project, and serving as the owner’s representative.

Evaluating Programs and Services to Increase Impact

We work with clients to design and implement comprehensive evaluation plans that incorporate logic model development, identification of process and outcome indicators, and statistical data analysis plans. We also support qualitative studies to inform future program development. Our team develops evaluation instruments, conducts data analysis, and produces evaluation reports at defined intervals. Some examples of our work include:

  • An evaluation of the impact of rapid housing placement of homeless individuals on their health and well-being.
  • An evaluation of the effectiveness of linking street homeless individuals to community-based healthcare services and the impact on their overall vulnerability.
  • Two qualitative studies to better understand the experience of men who have sex with men (MSM) and transgender individuals who engage in sex work and to assess service needs and gaps.
  • Two evaluations that assess the effectiveness of a workforce development program for individuals involved in the criminal-legal system.

Promoting and Facilitating Partnerships and Coalitions

We have experience promoting and facilitating partnerships and coalitions to support best practice and knowledge sharing, helping stakeholders to identify innovative solutions to emerging challenges. Our team supports network development; meeting planning, execution, and follow-up activities; and provides technical support in the form of policy analysis, data presentations, and report development and distribution, among other activities. We have led coalitions that include a range of stakeholders, including payers, hospitals, community-based medical and behavioral health providers and social service organizations, and state and local government agencies. Bannon Consulting is currently supporting:

  • HIV Medicaid Coalition: A statewide coalition of HIV providers that focuses on how to maximize the use of Medicaid to achieve NYS HIV goals. Bannon Consulting, in collaboration with Amida Care, assumed the convening role in October 2020, where it plans and facilitates bi-monthly meetings to share policy updates and generate idea and resource sharing; and provides technical assistance upon request. A major focus over the next few years will be leveraging its members’ decades of experience addressing social care needs as the State implements the New York Health Equity Reform (NYHER) waiver – an investment of $7.5 billion to address social drivers of health (i.e., housing, food insecurity, etc) through Social Care Networks that facilitate coordination of community-based services and paying for these services using Medicaid dollars.
  • EngageWell Independent Practice Association (IPA): The IPA is comprised of community-based organizations who first joined together roughly 10 years ago to advocate for harm reduction services and programs and has since expanded to include 20 providers with shared experience fighting the HIV epidemic, saving lives of substance users, and establishing and implementing NYS Health Home care management programs. Today, the IPA implements an innovative clinical care model, “Care Your Way”, that includes a suite of interventions, augmented by digital health technologies, providing low-income clients new ways to access care; and is working to expand its capacity to participate in value-based contracting. Bannon Consulting facilitated initial establishment of the IPA in 2017 and continues to provide technical assistance support.

Team

Rob endeavors to advance the role of nonprofit organizations in the health care system to improve outcomes for individuals with complex health conditions and socio-economic challenges. He founded Bannon Consulting Services, which brings together experts in public health, finance, policy, and program planning. The firm works across the nonprofit, public, and private sectors to develop innovative models of community-based health, housing, and human services with an emphasis on integrating services that address social care needs such as food insecurity, homelessness, and poverty. Since 2011, the firm has secured more than $1.2 billion to plan and implement programs for vulnerable populations that improve health outcomes, enhance service quality, and reduce costs. Prior to founding Bannon Consulting, he was the Managing Director at the Hudson Planning Group, a nonprofit consulting firm that leveraged public and private grant funding to develop supportive housing and build the capacity of nonprofit organizations in New York City. He worked for four years in the public sector as the Administrator for Health Services for a supportive housing program and as a Health Program Planner at the San Francisco Department of Public Health. He started his career in philanthropy at the Open Society Foundations’ domestic criminal justice program. He holds a master’s degree of public administration and bachelor’s degree in urban studies from New York University.

Kristin has 20 years of experience in public health programs including provision of strategic and business planning; training, technical assistance, and capacity building to community-based organizations and health departments; program design, management, and implementation; grant writing; and research and program evaluation. In her role, she identifies opportunities for growth, develops and implements strategies to achieve the firm’s goals, and promotes team development. Her extensive grant writing expertise includes federal, state, local, and private funding. Prior to joining Bannon Consulting, she provided technical review, support, input, and guidance for a portfolio of US-based and international HIV prevention, care, and treatment, and emergency contraception programs, and conducted qualitative research for various HIV-related projects. Kristin holds a master’s degree of public health in population and family health, with a certificate in sexuality, sexual and reproductive health from Columbia University, and bachelor’s degrees in political science and business administration from the University of Florida.

Erin has three decades of experience working in community and public health. Her expertise includes grant writing and management, program development, project implementation and management, and research and evaluation.  Before joining Bannon Consulting, she worked at the San Francisco Department of Public Health in the Behavioral Health Services division where she oversaw performance improvement initiatives and evaluated the quality of programs and services. Most recently, she worked as a Project Manager for the Community Health Center of Cape Cod. She led the development, successful launch, and evaluation of numerous new programs and initiatives that improved the health and well-being of the health center’s diverse patient population. She also led a coalition of community partners through the HEALing Communities Study and oversaw the implementation of evidence-based strategies to reduce opioid use and overdose rates in Massachusetts. In addition to her extensive experience working with community health centers, her in-depth knowledge of epidemiological methods and strong analytical skills drive her data-informed approach to developing healthcare initiatives. She is a committed advocate for health equity and the rigorous pursuit of evidence-based interventions that optimize the health of all individuals. Erin completed her undergraduate studies at the University of Vermont and holds a master’s degree of public health in epidemiology from Columbia University.

Chloe has a decade of experience in public health research, program evaluation, grant writing, and project management. At Bannon Consulting, she has secured over $145M in grant funding for clients. In addition, she conducts program evaluation for innovative pilot programs while providing project management support to several NYC agencies. Prior to her time at Bannon Consulting, Chloe was a Principal Policy Analyst at the Institute for Children, Poverty, and Homelessness, leading the agency's research on the impact of housing instability on the health and well-being of children and families in NYC and nationally. She holds a master’s degree of public health in health policy and management from Columbia University with a certificate in health policy analysis and a bachelor’s degree in public health and Spanish from Franklin & Marshall College.
